The Ombudsman is, by definition, a link between the citizens and the public authorities. He has no binding powers - therefore he gives no orders, he does not impose his will nor does he restrain public powers. He rather suggests and persuades by means of the validity of the well-founded positions that he adopts in the protection of the citizens' fundamental rights, whereas his duty is to help and support all those whose complaints and claims are seconded by the law or based on justice. Hence, he must act pursuant to and in accordance with legal dictates, led by reason and engaged to the duty of solidarity to every citizen.
This Internet 'window' is always open to citizens' knowledge, to public powers, to media and to civil society organisations in order to make the office of the Ombudsman a friendly home welcoming everyone who comes with good will. May this page spread the culture of citizenship, promote our rights and enlighten our duties, as structuring elements of a humanly organised society and a democratic State.
