NPM publishes information on visits to places of deprivation of liberty in 2024
The National Mechanism for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (NPM) is publishing the conclusions of visits to places of deprivation of liberty in 2024, continuing to increase the visibility and transparency of its work.
In addition to a brief description of the visit, the information published highlights the risk factors and positive aspects observed in each place of deprivation of liberty monitored.
Knowledge of the reality of these places is essential for respecting the rule of law and for preventing situations that could amount to undignified or degrading treatment, contributing to respect for the fundamental rights of people who are deprived of their liberty.
The NPM is a department of the Ombudsman’s Office that carries out unannounced visits to places of deprivation of liberty with the aim of preventing situations of torture, ill-treatment or other abuses. It has been active since 2014, monitoring the conditions in which any person in a situation of imprisonment or detention finds themselves.
The NPM has published thematic reports, specifically on detention conditions and procedures at PSP and GNR police stations. It submits annual reports to the Portuguese Parliament.
