Elda Morais holds a Law degree from the Faculty of Law of the University of Lisbon (1985-1990).With a professional career in the Portuguese Public Administration that began in 1994, she has held technical, middle-management, and senior leadership positions, with a particular focus on human resources, performance evaluation, planning, and management. Throughout her career, she has led multidisciplinary teams and represented public institutions at both national and international levels, notably before the International Labour Organization (ILO), the European Commission, the European Institute of Public Administration (EIPA), and other cooperation bodies in the field of public administration. She also served as an adviser within the offices of members of the Government. A trainer and speaker, she has delivered training and presentations in the areas of Collective Labour Law and Performance Evaluation. In addition, she served as a Social Judge at the Family and Juvenile Court of the Cascais Judicial District.
